Background: The evaluation is considered by the Ministry of National Education (MEN) as one of the most powerful educational tools to promote effective learning. Education shares its path with the evolution of the human being, since societies, from the most primitive, have relied on teaching to transmit knowledge (customs, values and attitudes), from generation to generation. During the different centuries education and the way of teaching was shaped according to the place where society thrived. The competency model appears as it addresses current and future challenges worldwide, this model analyzes, criticizes, selects, and applies solutions to life problems; because it integrates being, knowing and doing. Methodology: It is a mixed culi-quantitative type. Consequences: with the use of the evaluation rubric it is intended to have a standardized evaluation and of easy usability by any evaluating professor, with which the evaluation parameters are so clear that it is not lent so that students or teachers consider that The evaluation was not fair. Results: The application of the rubric showed that the traditional evaluation model is biased with respect to its application; the evaluation of the three dimensions being, knowing and doing; He showed that being is the most difficult dimension to assess since it is here that the teacher must combine the dimension of doing with the dimension of knowledge to face a given situation.
