The research for the creation of FINTECH GROUP SAS in Villavicencio Meta, is created in order to determine the favorability of the implementation of the business idea which allowed me to analyze the factors and determine the profitability of the idea, in addition to Competition research, regulatory support for contracting with the State were each of the topics addressed that were provided in the realization of this business plan. The importance of the tools provided by the government with policies in state contracting is highlighted, taking into account the reforms that have been applied to Law 80 of 1993 and thus contrasting the benefits, causes and consequences of constant legislative changes and normative. On the other hand, in order to comply with government fines, the acquisition of goods and services between bidders and adjudicators and the competent entities is necessary, thus, achieving the fines stipulated in contracts in a legal, effective and harmonious manner.
