Population aging and the growth of cities have led to the need to transform our society to adapt it and make cities a friendlier environment with the elderly. This work describes the process of diagnosis of the degree of friendliness of the municipality of Ibagué (Tolima-Colombia) based on the guides of cities and communities friendly to the elderly of the World Health Organization and the Vancouver protocol. Giving a quantitative and qualitative diagnosis, finding older people's perception of negative aspects, positive aspects and proposals for improvement, serving as input for the realization of an action plan, taking into account 8 areas of action research proposed by WHO .
