Legalize is understood as the process which the municipal administration decides to give rise to in accordance with the regulations stipulated for the applicability of the existence of a human settlement which is constituted by social interest housing. Now with Decree 186 of 2021, guarantees are given to the community, with the principle of final participation that the initiative of the legalization process be community with the creation of the promotion committee to provide inclusion and transparency in the feasibility study of the settlement for the legalization process. For the support of the team of the planning secretary of the Mayor's Office of Villavicencio, it was necessary to accompany the legalization process of the urban and rural settlements of the municipality of Villavicencio, organizing the administrative management of the legalization process of the settlements. Once the accompaniment has been carried out, the collection of information necessary for its analysis is obtained and thus continue with the planning of legalization of the settlements, all this information obtained evolves at the time that collaborators of the mayor's office, practitioners, inhabitants of the settlements studied, leaders among others give the corresponding management to the information and the results obtained. The analysis presented there depends on each reader and their role in the community. From the observation and the data obtained in the documentation recovered by all the events, they were analyzed and studied to provide a conclusion and a response to the attempt to legalize each settlement in the city.
