The problem lies in the lack of a public hiring manual for the Mayor's Office of Uribe (Meta) municipality; that helps in the development of its permanent and ongoing administration, with active participation in the creation of legal and administrative initiatives. The methodology used was descriptive in character, if it takes into account that it allowed to review the characteristics, status, factors, processes and procedures, taking into account the thematic of study. To obtain the results was carried out through the implementation of a survey of potential bidders in different municipal procurement processes by 53%, so a 60% know the requirements to participate in the processes, as that the required documentation. The most important recommendation entails that the municipal entity expand the socialization of contractual processes. The DOFA matrix indicates the lack of guidance from the mayoralty to participate in the recruitment processes; the opportunities show participation in small amount processes, professional services, maintenance, labor and supplies, as strength, it evidences the citizen participation.
