In Colombia, currently the Fiscal Control is exercised and selective later. The Contraloría General of Antioquia, have addressed the practice of it in the entities subject to control through assessments, financial and procurement, resulting, at times, transfers control to other entities. On some occasions, these transfers have led to dismissals of research involving public officials, it’s the reason, the graduate student, he came up with this question: What are the weaknesses that are more contractual processes municipal administrations Antioquia department? To answer this question, we performed the following: they chose an area of Antioquia department, a force and carried out several variables: 1. Review of Theories. Finding that the decision theory and the contingency may be support for municipalities in their processes. 2. We analyzed the final audit reports made by the Contraloría General de Antioquia CGA lifetimes for 2008-2009, of the northern municipalities of Antioquia, for the type of most repeated failures. After the study, we found that weaknesses in the procurement made in the municipalities mentioned were administrative, and disciplinary and should be, since the ratings given by the audit teams were not consistent with reality. As a result of the above, it produced a document that serves as the basis for municipal officials to improve their processes and which recommends how they should be taken in hiring decisions.
