Road congestion is evident in most of the medium and large cities around the world; Latin America is not an exception, for example: Bogotá, Mexico City and Sao Paulo are among the most congested cities worldwide. Different contexts of this congestion can be considered, such as urban, interurban, port. However, this document delves into urban road congestion, which according to DMRB, is understood as the situation in which "traffic demand exceeds the maximum sustainable yield of the road",, therefore, when the road congestion is higher, the traffic flow is interrupted; the average speed of the road decreases, the sustainable limit of the use of the road is exceeded and queues are generated on it. Among the factors that can rise to road congestion, this study aims to evaluate, how a significant improvement could be made to the congestion and travel speed of a specific area by modifying the guidelines for the use of the road network? in this case study, in one of the most congested areas of the city of Bogotá, Chapinero, which is known for being one of the most important commercial neighborhoods in the city, due to the large number of offices, companies, commercial premises and centers of social encounters that inhabit it.
