This qualitative research with relational descriptive scope integrates the Documentary Analysis and elements of the Analytical Method, which allow studying the phenomenon of bilingualism in Tuluá, Valle del Cauca. The objective of this study is to analyze the characteristics of the programs for the promotion of bilingualism in elementary and high education in the municipality of Tuluá between the years 2013-2021, in order to propose a series of recommendations aimed at strengthening the teaching of English in the locality. The data analyzed correspond to digitalized documentary public records, which were processed by means of matrices and analyzed in light of the theoretical references. The findings and results allow identifying the importance of the actors related to the educational process and how through inter-institutional cooperation and strategic alliances it will be possible to reduce educational gaps, optimize the use of resources to strengthen the teaching and learning of English from early childhood and improve results in a consistent manner. The historical account of the programs or strategies that have been implemented in the area of English is a starting point for future proposals and projects that can be developed in the municipality.
