This document synthesizes the development of a research project that seeks to become a methodological tool for future sectoral development plans through the application of the designed methodology, allowing to contemplate the most influential variables, their interaction and the influence of one on another, through the application of simulation, thus providing a contribution for future research of greater complexity or level of detail that can be addressed institutionally and even in doctoral research projects.
