With the issuance of Decree 120 of 20186, by means of which the regulations of the Master Plans for Facilities, Public Services and Mobility with the rules of the Zonal Planning Units (UPZ), the provisions that guide the formulation of the master plans, the implementation, regularization and management, among other provisions, makes it possible for different areas of the city can implement collective facilities, so the urban regulations determined by each UPZ do not determine it explicitly. Therefore, its implementation entails a change of use and the urban conditions in terms of buildability allowed for the urban development in the different areas of the city in general, and to some properties in particular; which can generate a segregation income to the present a plus value of the real estate.
