The phenomenon of indigence is one of the most complex problems of Bogota because it harbors many causes and implications of social involvement, economic, political and cultural involvement, which requires constant research and reflection on situations that cause it, intervene and alter. Thus the phenomenon itself can not be taken as a matter of simple approach because I is complex network of relations and conditions that cross, affecting citizenship status and apprehension of the public world in a common space as is the city. Hence, this research allows an analysis of the historical and political journey of the Dweller population Street from national and district public policies, with reflection and bet pedagogical to identify, intervene and transform public reality and training citizen.
