The implementation of risk management in the Tenjo municipality land use plan, part of the issuance of Law 388 of 1997, known as the land development law, which in its article 8 stipulates that the public function of land management is exercised, through the urban action of the municipal entities; defining one of the urban actions in number 5. as non-urbanizable areas due to natural hazards. Regulated by decree 1077 of 2015 which issues the sole regulatory decree of the housing, city and territory sector, decreeing the incorporation of risk management in land use plans, through decree 1807 of 2014 that establishes the conditions and scales to gradually incorporate risk management, through basic studies that are part of the projects to review the medium and long-term contents of the municipal ordinance plans. Based on the preparation of the basic flood threat study, the aim is to incorporate risk management into the municipal land use plan. In principle, it is necessary to delimit and know the environmental conditions and variables, in order to use this information to carry out the zoning of the threat and risk areas, generating a technical document that allows us to propose non-structural mitigation measures aimed at establishing the model of occupation of the territory. and the restrictions or conditions for the use of the land in the medium and long term, through the determination of urban regulations.
