The ordering of the territory, as Rodríguez et. al. stated, is part of a State policy where: "the analysis of the territorial structure is proposed in order to organize and administer the occupation but also to use the territory in an adequate and rational manner through the environmental policies, regional, spatial or territorial development and a social and cultural development policies.” (E. Rodríguez et al., 2016), thus seeking the proper harmony in the environment in order to mitigate and prevent the impacts generated by the economic and social activities in the territory and for promoting upon the good living of the population and all its environmental, social and cultural actors. Therefore, this document will show the development of the internship carried out at CAR - Cundinamarca, where the interns performed their academic and practical knowledge. First, a review and understanding is carried out before the definition of objectives, strategies, programs, projects, activities, goals and the indicators of the programmatic component of the POMCA of the Río Negro hydrographic basin as well as the phases of preparation, diagnosis, prospective and environmental zoning prior to the formulation phase covering some of the current regulations and the context of the territory. Second, the preliminary database is reviewed and compared to the information obtained in the field by the professionals in charge of the area and also a geographic data model for the presentation of an environmental impact study, the specific environmental management plan, an environmental diagnosis of alternatives, the compensations, an investment, the planning and a management of hydrographic basins besides the complementary documentation for completing a new Geographic Database with all the necessary graphic and spatialized information to get the cartography which serves as support to determine the environmental zoning and thus the decision making. Finally, this enables to know the relevance of the planning concepts and the importance in the support of the Geographic Information Systems and cartography for harmonic decision making in favor of the involved actors taking into account the environmental, biophysical, sociocultural and economic criteria with an annexed case in the hydrographic basin of the Carare Minero River.
