Guía de recomendaciones para optimizar el aprovechamiento de los residuos sólidos, en la UPZ Ismael Perdomo de la localidad de Ciudad Bolívar, Bogotá D.C.
The District Development Plan “Bogotá Mejor para Todos” established a 6% reduction in the tons of solid waste available at the Doña Juana Sanitary Landfill [RSDJ], however, when analyzing the information reported by the District and the Nation for the period between 2016 and 2019 the non-fulfillment of this goal was observed, generating an increase in the volume of waste disposed of, therefore, it was considered necessary to reevaluate the strategies formulated by the responsible actors and the effectiveness in their implementation. The research focused geographically on the Zonal Planning Unit [UPZ] Ismael Perdomo, located in the town of Ciudad Bolívar, south of Bogotá DC, the area of direct influence of the RSDJ, evaluating the effectiveness of the exploitation program contemplated in the last update of the Comprehensive Solid Waste Management Plan [PGIRS], therefore, a guide of recommendations was formulated in order to optimize the use of solid waste and reduce pressure on the RSDJ. The guide was designed, identifying the state of the utilization program through the information published by the entities in charge, interviews with key actors were carried out and the dynamics of waste management were observed through field visits. Subsequently, based on documentary review and analysis methodologies proposed by (Amaya & Vargas, 2018) and qualitative analysis, such as inductive coding techniques based on Grounded Theory, compliance with the utilization program was analyzed and from this analysis , the Double Smart methodology was used to formulate effective recommendations, based on ten criteria for its implementation, which seek to increase the volume of recycled material, decrease the disposition of potentially usable material in the RSDJ and strengthen the program of exploitation.
