In this particular work, emphasis is placed on citizen perception, understanding this as the main axis of the text, with a level of vital importance for being the bridge between the proposals and actions that the administration takes against the comfort felt by citizens. The main event is the problem of the absence of sports venues, after the fault was given by the failure of the management carried out for the XX National Sports Games of Colombia, an analysis is proposed in the capital city of Tolima Ibagué, addressed to the level of reliability of citizenship, derived in turn with related institutions that are also indispensable organisms to guarantee the work of the State.
