Historically, the energy issue in Colombia has undergone transformations within the framework of the economic model and the new configuration of the state model. In the specific case of the electrical subsector, relevant changes in the formulation are demonstrated due to the conditions generated by different problems that were strongly evidenced by the restriction in the provision of energy service during the 1990s. The changes applied in response to these dynamics materialized in the privatization of the service, with the purpose of guaranteeing its provision and disappearing the problems that were pointed out due to the State monopoly. However, recently there was a critical situation, similar to the one that I justify in part the change of model, which makes us rethink how the formulation of public policy arises and those who influence it
