In this research work, the relationship between the development of regional road infrastructure policies and the development of territories is analyzed. The specific case is the effects generated by the Bello-Hatillo road concession project in the Municipality of Girardota-Antioquia, within the framework of the First Generation Toll Roads. A documentary analysis of the public information that is related to this road concession is carried out, as well as interviews carried out with representative stakeholders in the territory who, due to their positions and functions, have perceived the influence of the Project in Girardota. Based on the information described, a comparative analysis is made of the economic and social situation of the Municipality of Girardota between before and after the entry into operation of the Bello-Hatillo dual carriageway, a project that dates back to 1997 with the inscription of the concession contract, entry into use in 2007 and its development until 2018. In general, it was possible to determine, according to the selected study parameters, that the project has had effects on the territory in terms of the dynamics associated with vehicle traffic, population, commerce, among others, I have even perceived in certain aspects a favorable jump associated with the entry into operation of the dual carriageway.
