Currently, to open a commercial establishment, legal regulations in Colombia require a land use license. That is to say, any person who wishes to set up or structure a commercial establishment must prove the conditions adjusted to the law of the territorial ordering plan and the behaviors of the commercial activity. Ignorance and lack of information about these requirements established by the standard are the causes that trigger the closure of the business establishment. Thus, through this socio-legal investigation, compliance with current regulations on the land use license in the opening of commercial establishments in Sabanalarga Atlántico cordiality zone was analyzed. In order to determine the degree of compliance with the regulations on land use licenses and establish what their consequences are both for the exercise of commerce and for urban development. Through the results of the mixed method (quantitative and qualitative) from the surveys and interviews carried out, it was possible to verify a high number of violations of the current regulations on land use in the opening of a business establishment. In a large part of the business establishments studied, the violation of land use regulations is due to ignorance of the current provisions on the matter.
