The armed conflict in Colombia, as a consequence, has brought social inequality, exclusion, segregation and a constant massive process of population migration to urban areas that is generally settling in the peripheries. This, as an impact, creates transformation in the processes of urban planning and therefore new developments around the management of the territory, in favor of informal settlements that seek equity. Because of this, an integral neighborhood improvement plan (PMIB) is proposed in Sierra Morena de Usme, a slum where the lack of infrastructure, accessibility and public spaces is evident. Therefore, the objective is to design and plan two social welfare facilities, stairs that improve accessibility, walkways and squares, which integrate public space by means of a connecting route, so that it is possible to recover and generate a concerted planning process in parallel to the physical situations and needs found in that territory, for the use of all conditions for the good of the community. In conclusion, it is understood that topography and context are determining factors, that one must respond to them in order to form unity, and be welcomed by its inhabitants
