This paper is the result of the internship carried out in the Ministerio de Vivienda, Ciudad y Territorio, in joint work between the authors and the Sustainable Development group, who provided support and supervision in the development of this project. The starting point of the document is the diagnosis of the current situation of the Special Administrative Unit of Home Public Services of the municipality of San Luis de Gaceno, reviewing the infrastructure, insurance, social, environmental, and risk components. In the second place, a proposed methodology of normative analysis of the aspects: national, administrative, economic, sanitary, environmental, and risk management was developed; typical of the residential public services sector, which allowed identifying the main failures in the provision of aqueduct and sewerage services. With the results and analysis obtained from the evaluation methodology, the specific action plan was structured to improve the provision of the aqueduct and sewerage service, establishing the programs with their respective projects, objectives, goals, and responsible parties, which can be executed by the municipality as a direct provider of services and guarantor thereof.
