This tesis present the analysis of the actions developed during the period 2012 to 2018, which in environmental and administrative matters CORPOBOYACA, INCODER and the National Land Agency -ANT have carried out on the water body and the protective round of Lago Tota. In order to determine if they have been effective around their protection, recovery and preservation. To this end, the legal nature, legal functions, measures and administrative processes developed within their environmental and administrative intervention were related, identifying and analyzing their weaknesses and concluding with the proposal of effective strategies for their protection and preservation. In the execution of the investigation a visual inspection was made to the Lago de Tota and its area of influence, in order to establish its real situation around the fulfillment of the orders given by CORPOBOYACÁ for its protection and care, whose result showed partial compliance with these provisions, persisting the environmental effects and invasion of protective round to a lesser degree. In view of the foregoing, a series of recommendations and strategies for a more effective intervention by CORPOBOYACA and the National Land Agency -ANT- that lead to a real protection, recovery and preservation of this natural ecosystem, that goes hand in hand with the sustainable development of the region.
