Sequential islanding is a strategy that consists of tripping off properly selected lines to separate the network into one or more islands as a way to improve the security of the power system. This paper proposes an application of some concepts of the spectral graph theory to identify the minimum cutset of transmission lines that allows the partitioning of a power system into several regions based on the minimum net flow between them. The approach provides an effective tool for the identification islands scenarios. The concepts are illustrated
