This chapter deals with the contribution of (international or supranational) regions to development. Regional integration projects always have development objectives, but whether these objectives are achieved is an empirical question (Schiff and Winters, 2003). We will focus on the role of regions and Regional Organizations (ROs) in the design and implementation of social development policies, including: regional redistributive policies, regional promotion and protection of democracy, and regional protection of Human Rights
