This article discusses public policy for Human Rights and the state of emergency in Colombia for the period 1998-2010. The letter explains the supranational intervention in the protection, promotion and prevention of human rights understanding the role of the Inter-American Court for Human Rights in Colombia. However, intervention is not due solely to instances of international law, territories acquire learning and skills result from the experiences of international cooperation, for example the case of the UE.
