The evaluative investigation of the Municipal Bilingualism Plan "Mosquera Lives English" was developed in order to analyze to what degree this program has contributed to the strengthening of bilingualism in the public schools of Mosquera in the Department of Cundinamarca. Hence, in order to conduct this study, the document was reviewed in terms of: objectives, goals and strategies; as well as an analysis of the evolution and the trajectory of the results of the English exams "Saber" for 11th graders since the year of the start of the implementation of the plan, 2016. Similarly, some of the participants of the program were consulted, including: The English teachers from the public teaching institutions, the teaching directors, the bilingualism coordinator, the bilingualism advisors, and the Head of Quality from the Education Secretariat of Mosquera. All of this in order to gain a more compete perception of the execution and results of the plan after five years in development. Finally, this investigation found that bilingualism in the public educational institutions of Mosquera was strengthened significantly; improving the level of English of the students in the English exam "Saber" for 11th graders in the last years, with scores even above the departmental and national average among public institutions of the country.
