La actual crisis economica y financiera global, que se vive de manera especial en Europa, exige miradas creativas para el abordaje de una nueva arquitectura de la cooperacion al desarrollo y de las relaciones euro-latinoamericanas.Este articulo analiza la ayuda oficial al desarrollo en la relacion Union Europea - America Latina, estudia las dinamicas que se han adelantado con la Comunidad Andina y explora la inclusion y exclusion de las organizaciones de la sociedad civil en los temas cruciales de la subregion. En este marco, se ahonda en promocion de la buena gobernanza, los derechos humanos y la democracia, propositos comunes para Estados y sociedades civiles de uno y otro lado del Atlantico.Al final, se destacan los desafios que deben considerarse en la nueva programacion, donde ya se vislumbra que America Latina cobra un nuevo protagonismo y las entidades sin animo de lucro se empoderan mas alla de las denuncias.The current global financial and economic crisis, which has a specially affect in Europe, needs a creative overview in order to address the new architecture of development cooperation and the relationships between Europe and Latin America.This paper analyses the Official Development Aid (ODA) between the European Union and Latin America. Specifically, this paper studies the dynamics that have been developed with the Andean Community, exploring the inclusion and exclusion of civil society organizations that work within pivotal issues for the sub-region. Through this framework, this paper develops in-depth the promotion of good governance, human rights and democracy, that are common goals for States and civil societies on both sides of the Atlantic.Finally, this paper highlights the challenges that must be considered in the new Regional Strategy, where it is already evident that Latin America is a new protagonist, and the civil society organizations are empowered as development actor's beyond as only a denunciators.
