Esta tendencia, que se inicio durante el gobierno de Andres Pastrana y se profundizo significativamente desde la llegada al poder de Alvaro Uribe, no parece que vaya a cambiar en el futuro proximo. After two decades of territorial expansion aimed at consolidating a presence in strategic zones, the guerrilla organizations have been obliged to retreat in order to protect their rearguard and to modify their combat tactics, abandoning a war which sought territorial control to a real guerrilla war with its surprise attacks, unexpected actions and avoiding direct confrontations. This tendency, which began during the Pastrana government, and has been intensified since Uribe took power, seems unlikely to change in the near future.
