According to the definition of disability from the Royal Spanish Academy, it is “Situation that a person affront by their either physical or mental conditions, they face significant barriers to accessing their social participation” (ESPANOLA, 2021). In Colombia, this concept has been approached through article 13 of the Political Constitution, it recognize the right to equal of all Colombian citizens in both rights and duties, without distinction by particular categories (Congreso de la Republica de Colombia, 1991). To comply with this legal framework, in 2002 Colombia approves law 762, it rejects any act of discrimination in settings either social or personal, by a disability condition (Congreso de la Republica Colombia, 2002). In consequence, in 2007 through law 1145, is organized the Disability National System, and its operational structure, as strategy to permeate all territory (Congreso de la Republica Colombia, 2007). The scope to this legal framework, gives coverage to Institutions both private and public, that offer services with high influx of people, for which they most implement policies of inclusion leverage with the infrastructure to allow the access that guaranteed the equity. The educational institutes are included in this category, on its levels: preschool, elementary school, high school and higher (Congreso de la Republica Colombia, 1994). To this purpose, they have developed research in technological development, in order to strengthen the infrastructure that mitigate barriers both communication and access, which promote inclusion. This context become an opportunity to build technology either hardware or software, with the aim to improve social knowledge appropriation. In response to this need, this project was formulated to develop a system, with the purpose of improving the quality of life of deaf people, allowing them to hear and talk through and assisted system of communication. Methodologically, the research is quantitative of an applied experimental type, considering that the work is carried out to produce new develops, start to a need of a specific group of people and apply body knowledge (Hernandez Sampieri et al., 2014). The result is projected to a communication channel, that match a software development with a device with operating system either iOS or android, through which will do the processing of information in morse code, that then will be translated to text or voice commands, allowing users to communicate their ideas or learn, it will be an option to strengthen inclusive infrastructure to guarantee quality in the teaching participative process, it allows Educational Institutes to fulfill the legal requirements. The reaching of the result is expected to accomplish the 7 technological preparation levels in the innovation scale. Lastly, the relevance of this project, is focused in the possibility to offer an option that allows better the life quality of people with functional diversity, associate to limitations either mobility, hearing or speech, all through technology.
