An exploratory mix research, quantitative and qualitative, was pursued with the main purpose of consolidating a comprehensive analysis of the diverse dynamics and processes to direct the knowledge in Manizales mayor’s office; this implies to approach politics, programs and strategies for training and capacitation aimed to promote the generation, organization and knowledge exchange, the development of new individual and organizational competencies to support innovation, technologic development, quality management and talent channeling inside the entity, at the same time the 380 civil servants perception about the administration career and provisional appointment of the central administration of the municipality towards this programs and strategies. Data collection instruments were applied like structured survey to administrative staff, interview with 14 Secretaries of the dispatch office and the Director of the Formation and Training offices of the Manizales Municipality, and literature review in order to identify macro-processes and strategies to support institutional management. The information collected through structured survey was duly tabulated, analyzed and interpreted using statistical methods as distributions of continuous quantitative frequency, its most significant percentages can be displayed through bar graphs and pie charts, which allowed to establish significant differences or similarities between the variables, complementing the analysis with diverse views expressed by officials and issues identified in the literature review.
