Introduction: The development of a country and its economic growth are dynamically triggered by Science, Technology and Innovation (STI), which are largely built upon development of human capital. However, the different analyzes of research and innovation abilities in Colombia show difficulties within processes of identification, production, diffusion, use and integration of knowledge. Objective: A documentary review of domestic policies in STI, the strategies to implement such policies directed by the Administrative Department of Science Technology and Innovation (Colciencias), and the efforts by regions to diagnose human talent abilities and implement regional STI plans and research agendas focused on health area. Dates and places: Bogota City, D. C.., 2013. Methodology: Working groups set up with several health areas, represented by academia, public and private hospitals, researchers and other players of the system, by an exhaustive bibliographical search in order to know experiences in other cities and countries. Results: A critical-spot diagnosis related to the health-human talent abilities as a starting point, in such a way that District Health Secretariat to develop and strengthen this area in the Secretariat and network hospitals. Conclusion: Technical arguments are consolidated to implement the project “Knowledge for health”, aligned with the Plan of Science, Technology and Innovation in Health, 2012-2022.
