La victima de estas conductas son ciudadanos inermes casi siempre de escasos recursos economicos. Estos homicidios se llevan a cabo con la finalidad de obtener beneficios tanto a ejecutores como a superiores. Paradojicamente ante estos execrables hechos ha habido agradecimiento nacional. En una investigacion socio juridica, se concluye que con masivas violaciones a los DDHH y al DIH que son parte de un plan sistematico, generalizado en contra la poblacion civil hay un conocimiento del mismo por parte del gobierno. EnglishThe article establishes an approach to the study of intentional homicide in a protected person by state agents or individuals who act with their consent. The victims of these behaviors are defenseless citizens, almost always with limited economic resources. These homicides are carried out in order to obtain benefits for both executors and superiors. Paradoxically, in the face of these execrable events, there has been national gratitude. It is concluded that with massive violations of Human Rights and IHL that are part of a systematic, generalized plan against the civilian population, there is knowledge of it by the government.
