The main objective of this research study is to analyze the actions of the municipal government of Puebloviejo Magdalena, during the period 2008-2015, against the productive processes, in order to promote and dynamize the economy of the locality. It is classified as a descriptive, field, non-experimental study, under a qualitative research approach, following the theoretical postulates of Vasquez Barquero (2000) and Alburquerque (1997). As a data collection technique, semi-structured interviews, surveys and focus groups were designed, applied to community leaders, merchants dedicated to the trade of fishery products and fishermen, all of whom had to have the condition that they were inhabitants of the corregimiento Tasajera. Additionally, we worked with a documentary population corresponding to the periods 2008-2015, according to the database of the municipality of Puebloviejo, to know the executed projects that aimed at the economic development of the territory. In the research it was found that the vision of development in the municipality is centered in the solution of problems that revolve around the unmet basic needs of the population; it does not pose economic development strategies inward or outward; and there are no processes that realize a participatory planning. It is recommended to rethink the development of the municipality based on participatory processes, where the community expresses its interests to contribute to the development of the territory and improve their living conditions.
