This research proposes a territorial benchmarking model to achieve this development focused on gender and inequality issues in the municipality of Sincelejo, taking the municipality of Monteria as a reference. In order to deepen this work, it is suggested to create a model that allows to demonstrate the behavior of the analyzed variables, which are territorial development, gender and inequality. A questionnaire was applied using primary information sources, to a sample of 100 individuals, with a total of 48 questions. The methodology applied in the data processing was scale feasibility analysis that allowed its verification, descriptive statistics to identify the behavior of the variables, factor analysis demonstrating the unidimensionality of some factors and the decomposition by gender of others. The benchmark used as a reference was the city of Monteria, since in comparison the city of Sincelejo has better indicators in terms of territorial development. Among the main results is, firstly, the ignorance on the part of the population about what benchmarking really is, secondly, the elements of economic development in the department of Sucre are considered by respondents to be between medium and low (generally), which the perception that the territory is not very competitive; third, the presence of women is considered medium or low, and inequality as high, the sample in both cities agrees that it is feasible for the territory of Sucre to adapt good practices from Cordoba.
