With the objective of determining the quality of the Effective Public Spaces of the city of Manizales according to the physical and social parameters attributable to the cities of the 21st century, a case study was carried out in the city of Manizales since a design was used where qualitative and quantitative procedures can be combined, thus allowing the specific analysis of the stories of the actors that converge the Public Space and that intervene in the planning, construction and integration of the Effective Public Spaces (EPE) as places where processes of otherness emerge . The main results show the relationship that must exist between the physical and the social, understanding that the Effective Public Spaces require a socio-spatial understanding to be considered of quality. In this sense there is a challenge for the planners of the territory, associated with the multidimensionality and the multifunctionality of the Effective Public Spaces, this process must be carried out thinking of all the citizens, in the different needs that they may have according to each condition and above all must do thinking that beyond building a park, a square or a square or a green area to comply with the urban norm or with a Municipal Development Plan, these Public Spaces must be built with quality endowment because they are the means for social cohesion, for the construction of citizenship and appropriation of participation processes.
