Organizational learning has as important role in the performance of employees of public entities, and therefore in organizational competitiveness, given this fact, the analysis of learning barriers is quite representative, because it allows detecting the flaws present in individuals, which affect the organization. Given the above, the general objective of this study was to determine the barriers to learning in management and its impact on the levels of organizational learning of the public entity. The methodology used starts from a qualitative research with a descriptive approach, using the in-depth interview technique. The results show deficiencies in organizational learning, such as lack of training, knowledge gaps related to public issues, a significant number of organizational barriers and little knowledge management. The conclusions show that the level of learning of employees is individual and the incidence of organizational barriers to this fact is quite high due to the lack of actions that promote the learning of managers.
