In this research, we analyze one of the main problems of Estonian land reform and explore the solution to provide compensation for property lost by the Baltic Germans who left Estonia before the end of World War II. The property restitution process has probably never been seamlessly implemented anywhere on the planet. However, the historical circumstances of the Baltic States have generated a specific situation, some of whose current and peculiar aspects will be presented in this article.
