This work is intended to give an approach, how over time are advancing efforts on how to disseminate the use of information and communication technologies (ICT), massifying the use of them both internationally and nationally, related to the global dynamics of proposals from international organizations such as: the United Nations Educational, Scientific and Cultural Organization (UNESCO), the Organization of Ibero-American States (OEI), the Inter-American Development Bank (IDB) and the Organization for Economic Cooperation and Development (OECD), among others, in which ICT is considered as an enhancing factor of economic, social and educational development. Starting from this, a brief historical account of ICT in Colombia is made, later social programs that make and have made use of ICT tools are related, to later connect international initiatives with national, departmental and local development plans, contrasting with the development of Punto Vive Digital program in the municipality of Itagui and the changes related to the improvement of the living conditions of the population that uses and makes use of it, motivated by the training proposals developed in it, in order to exploit the technological resource available and improve the quality of life of people.
