In recent years, several proposals have been made in Colombia in order to reduce the population that does not have essential services, that’s the reason the increase in service coverage has been set as one of the objectives proposed by the country's development plan. of electric energy along with promoting the generation of clean energy, what this degree project seeks is to contribute with these guidelines from a study of the pre-feasibility of a central in the city of Cartagena with which it is intended to supply this service to the future population, always focused on the development of renewable energy from the evaluation of the most advanced generation devices, in this project it is intended to focus in issues such as the location of the device, among which the current regulations for the location are taken into account. , characterization of the ocean and its energy potential, initial costs and operational costs, among others, allowing an evaluation of the positive and negative aspects of the project in order to solve the main objective, which is to determine the viability of the project
