The Organic Law of Science, Technology and Innovation (LOCTI) 2005, was legislated in order to structure the National System of Science, Technology and Innovation (SNCTI), that is made up of the actors who carry out activities related to scientific, technological and innovative development in the country. The objective of this research is to know the opinion of university academics in relation to LOCTI 2005, in force since 2006 and reformed in 2010. Considering their experiences in technology transfer, new research projects generated from the University-Company and relationship learning between both actors, a questionnaire was applied to academics from various universities responsible for LOCTI projects during 2005-2010. This made it possible to collect their opinion on the management and results. The conclusions report successes and failures in their application and suggest the reactivation of LOCTI 2005 due to its better performance in strengthening research and in the various sectors that drive innovative development in the country.
