This research identifies the factors that affect the governance and governability of the forest resource management of the Consejo Comunitario Mayor del Alto San Juan ASOCASAN, which brings together the Black community of the rural area of the municipality of Tado, Choco - Colombia. The forests in the area of influence of ASOCASAN are rich in biodiversity, but present processes of degradation and disturbance due to unsustainable use of the forest resource. The research implemented a qualitative approach with the collective land titling in the year 2001 until 2017, the methodology implemented included review and analysis of national, departmental and municipal regulations, analysis of management instruments and territorial planning of ASOCASAN, interviews to members of the Greater Community Council, institutional actors, and focal groups with population of the area of influence of the Council, the analysis of the National Environmental System in the forest management and the observed in the temporality of the investigation. The problematic of the Governance of ASOCASAN in relation to the use of forestry, is due to factors of centralized national public policy, and to the disarticulation between territorial authorities, environmental and public institutions; In relation to Governability, at the level of the Local Councils themselves, the factors that affect are the lack of collective awareness regarding the need and importance of safeguarding the forests, the non-identification of ASOCASAN as a collective institution of representation and political defense of collective interests on the part of the community, who identifies them as a group of leaders that make up a Board of Directors that develops different actions, this perception weakens both the concept of autonomy and limits the possibility of contributing to the strengthening of governance and governance about the forest resource in its area of influence.
