Propuesta de mejora a lineamientos sobre la gestión de los residuos de construcción y demolición en obras de infraestructura vial : una contribución a la sostenibilidad en Bogotá Distrito Capital
The effects of rapid urban growth and infrastructure conservation activities in Bogota have revealed an environmental problem that is progressively increasing; According to Secretaria Distrital de Planeacion (2017), the urban footprint of the Bogota region has grown rapidly, going from 56.662 hectares to 63.451 hectares just between 2010 and 2016, and, despite the atypical conditions generated in 2020 (due to COVID-19 pandemic), at the end of the year, the Instituto de Desarrollo Urbano (IDU) generated budget executions of around one billion Colombian pesos in the award of studies and designs, construction works and maintenance of the road network, as well as the completion of construction projects that came from previous years (Ramirez, 2020); The infrastructure works associated with these processes have been causing a significant increase in the generation of Construction and Demolition Waste (CDW), which are not being adequately managed. To face this situation, public and private actors have implemented strategies aimed mainly at the reduction, reuse, recycling, and adequate final disposal of this type of waste, through the inclusion in the production cycle of construction, however, the results obtained have not been enough to achieve higher volumes of use of this waste, which is why the need to propose guidelines to improve the management of CDW in the city is identified, promoting adjustments in public policy and developing different types of mechanisms to promote the adequate management of CDW from the planning phase itself, until the final disposal, and considering within these mechanisms of action the actors that are an inherent part of the process. For this reason, this research carried out a systematic review of 200 documents on the comprehensive management of CDW at the national and international level, through which the procedures and strategies that are currently implemented for the proper CDW management were identified and analyzed to subsequently be able to develop a simulation model that would allow evaluating the effect that can be generated in the management of CDW through different sustainability variables, from simulation scenarios, where it was mainly analyzed the viability of a percentage increase in the use of CDW in accordance with the provisions of resolution 01115 of 2012, issued by Secretaria Distrital de Ambiente (SDA). As a result of the analysis of system dynamics, a series of guidelines and recommendations were generated aimed at improving CDW management in infrastructure projects developed in Bogota. Finally, the validation and the simulation model is carried out, through a group of experts who represent the main actors in the value chain of this type of material, such as: the academy, the environmental authority who formulates public policy and exercises the monitoring and control that in the case of Bogota is headed by the SDA, representatives of the productive sector of recycled materials and representation of large generators such as IDU. To finally propose eighteen guidelines for improvement in the management of CDW classified from cultural, economic, legal, technological and environmental aspects as a contribution to sustainability in Bogota Capital District. It is expected that the results of this research will contribute to a better understanding of the opportunities for improvement on the integral management of CDW, with the expectation that they can be taken into consideration by the competent authorities in decision-making at local, regional and national levels in the management of CDW and that they also provide a useful reference for the development of new lines of research.
