Con la firma del Acuerdo Final para la Terminacion del conflicto armado y la construccion de una paz estable y duradera se incorporo la Reforma Rural Integral que incluia la estrategia de mejoramiento de las vias rurales de los municipios afectados. La priorizacion de los municipios a ser intervenidos conllevo a la ejecucion de un plan de mejoramiento y rehabilitacion de vias terciarias en 51 municipios de Colombia, dando origen al Plan 50/51. Por tal razon, para adelantar las obras de infraestructura requeridas, el gobierno central recomendo el uso de unos Pliegos de Condiciones Tipo. En este estudio se revisa el cumplimiento de los requisitos minimos habilitantes contemplados en dichos pliegos. Se concluye que, ademas de estos requisitos, debera incluirse para futuros proyectos otros relacionados con aspectos tecnicos y de calidad de las obras a ser entregadas. EnglishThe situation of armed conflict confined underdevelopment certain regions in Colombia. With the signing of the Final Agreement for the Termination of the armed conflict and the construction of a stable and lasting peace, the Comprehensive Rural Reform was incorporated, which included the strategy to improve the rural roads of the affected municipalities. The prioritization of the municipalities to be intervened led the execution of a plan far the improvement and rehabilitation of tertiary roads in 51 municipalities of Colombia, giving rise to the Plan 50/51. Far this reason, in arder to carry out the required infrastructure works, the central govemment recommended the use of Standard Specifications. In this study, compliance with the minimum qualifying requirements contemplated in these specifications is reviewed. lt is concluded that, in addition to these requirements, others related to technical and quality aspects of the works to be delivered should be included far future projects.
