The present project of analysis, he was speaking not only about the current conditions of the Maritime Terminal of the Port Regional Company of Buenaventura S.A., but principally, of the public policies of investment and improvement of this one, in the frame of the integration of Colombia to the Alliance of the Pacifico. He is in the development of this document, a historical revision to the state actions opposite to the development of the ports in Colombia contributing evidence to the supposition that the definition of public policies (according to the juridical magazine of the Latin University of America, it is defined as a public politics to the programs that a government, anyone that is, develops depending on a problem or certain situation )In the modern democracies and specifically in Colombia, there owe to the confrontation of interests, correlations of forces and deployment of resources between actors of the civil society (private companies, groups of interest, investment, etc.) and the Public institutionalization. Also he proposes, like conclusions and recommendations, a conceptual scheme to analyze the expositions of these policies about needs of investment like that he presents the Maritime Terminal of the Port Regional Company of Fortune S.A. Along the present project there were demonstrated the current situations in which one finds the Maritime Terminal of the Port Regional Company of Fortune, his infrastructure and social conditions opposite to the integration of Colombia to the Alliance of the Pacific Ocean and what will bring for Colombia the above mentioned integration
