Spanish Abstract: En el presente articulo se examina el estado actual del Sistema Nacional de Innovacion colombiano (SNCTI) a partir de su conceptualizacion, la definicion de actores, estructura, dinamicas, e indicadores de desempeno. Igualmente se hace una descripcion de la evolucion que se ha tenido del mismo, desde la ley 29 de 1990 que configuro el Sistema Nacional de Ciencia y Tecnologia (SNCYT), hasta la ley 1286 de 2009, donde se da el nuevo marco en que el SNCYT y el SNCTI se fusionan; lo anterior acompanado de una descripcion de los avances, debilidades y propuestas de mejora al sistema -SNCTI-. En este sentido, la primera parte del articulo se dedica a brindar un marco conceptual con base en el desarrollo historico de las relaciones ciencia-politica y su conceptualizacion en los anos ochenta del siglo XX desde una perspectiva latinoamericana, mientras que la segunda parte del articulo describe el sistema, su estructura, actores, relaciones, y el desarrollo del mismo en el pais, revelando sus fortalezas, progresos y debilidades. English Abstract: This article examines the current state of the Colombian National Innovation System (SNCTI) from its general conceptualization, definition of actors, structure, dynamics, and performance indicators. Also includes a description of the changes that have been the same since the law 29 of 1990 which created the National System of Science and Technology (SNCYT) to the law 1286 of 2009, which gives the new framework in which the SNCTI and SNCYT merge, the above plus a description of progress,n weaknesses and suggestions for improvements to the system-SNCTI. In this sense, the first part of the article is dedicated to providing a conceptual framework based on the historical development of science-policy relations and its conceptualization in the eighties of the twentieth century, from a Latin American perspective, while the second part of article describes the system, structure, actors, relationships, and its development in the country, revealing their strengths, weaknesses and progress.
