This research article presents the design of the strategic plan with which it is intended to promote the improvement of the group of companies that make up the cluster of the hotel sector in the city of Cartagena, based on the consolidation of strategic actions that promote competitiveness. The research addressed was descriptive, with a qualitative approach. The primary source of information was the direct personnel who work in the five-star hotels in the city of Cartagena. For the sample, a probabilistic system was used for convenience given the low number of direct employees. The strategic planning model of Fred R. David was applied, which allowed to consolidate the strategic design of the study hotel. As results, it was observed that the critical factor is the competitiveness generated in the tourism sector of the city of Cartagena and organizations in this situation should reduce costs, focus on improving their cash flow, protect their competitive products, develop new products and gain entry into more attractive markets.
