Management by values is a managerial model whose premise is the internalization of values. Such a concept introduced in the public sector proposes that the performance of officials is carried out under the practice of ethical values, through the construction of processes that are reflected in the favoring of society. The development of this document consists of two parts, the first, the development of a conceptual framework through the review of academic sources and the identification of the elements that intervene in the management by values model. For the second component, a questionnaire-type instrument was designed, whose application was carried out in the area of a public entity in Colombia, based on the theoretical framework of administration by values, based on the postulates of Ken Blanchard and Michael O 'Connor. The results of this research made it possible to identify, in light of the management by values model, the elements required for their possible introduction in the public sector and generate recommendations for the surveyed entity, as well as analyze the contribution of this management tool for the scope of the success of public organizations in Colombia.
