The purpose of the paper resulting from the internal research project was focused on evaluating the state of surface water from the dynamics of rural development with a territorial approach, observing the collaborative relationships in the administration of the resource with the greatest conflict in rural areas based on the analysis of Determining factor indicators in surface waters, pressure in surface waters, status in surface waters, impact on surface waters, response in surface waters, community self-management. Work developed from a qualitative paradigm with documentary research methodology, using the novel information collection technique of collaborative dialogue with active participation of the community and passive participation of the researcher, of participant observation perceived from three moments, before, now and after, and focus groups from brainstorming, for a theoretical triangulation of data. Where the results show that community self-management is homogeneous because there are parameters to establish participatory methodology that serves as a guide for rural communities in the resolution of environmental conflicts and in the use of water resources in the public domain. Concluding that implemented actions show the achievement of sustainable development objectives related to the economy of well-being and care.
