The objective of the research is to identify economic, political, technical or natural limitations to agro-industrial development. To do this, it was necessary to consider an analysis of the geographical environment and to make a balance of problems or conflicts that affect the development of agro-industry. In this regard, restrictions were found to be related to failures in commercialization resulting in lack of information, destruction of capital stock, concentration of wealth, technological, financial and research controls. Taking into account the analysis of the results, it is concluded the existence of asymmetry in the information, the high concentration of the land tends to have unproductive effects in the field, the agrarian reforms that have been implemented in the country did not have a significant impact in terms of land distribution, labor productivity and social welfare of the sector. Therefore, it is clear that public resources should be allocated to eliminate the deficiencies present in the sector by confronting the causes of its inefficiency, placing special attention on land ownership policies and infrastructure, among others
