Lineamientos para la gestión de la deforestación, generada por los cultivos ilícitos asociados al conflicto armado, en el Municipio de Tibú, en el contexto del posconflicto
Based on a participative approach, were formulated guidelines for the management of deforestation in the municipality of Tibu, district of Norte de Santander, Colombia, considering an environmental and productive perspective. In order to determine the relation between deforestation and illicit crops caused by the armed conflict, were performed spatial analysis of cartographic information of the SIAC related to forest loss (2000-2014 period) and ilegal crops areas (2005 to 2014 period). Additionally, a brief review of the armed conflict found in the municipality of Tibu was presented, as well as a timeline establishing relations amongst the information found on deforestation, illicit crops and armed conflict. Subsequently, were identified the environmental impacts of the armed conflict on each participant and the local, regional and national instruments that enable the management of deforestation and that were created towards the implementation of the Peace Agreement signed between the colombian government and the revolutionary guerilla FARC-EP. Opportunities were identified on each instrument, contrasting them throughout semi-structured interviews that were done in the Ministry of Environmental and Sustainable Development, the Agency of Territorial Renovation, National Planning Department, CORPONOR and the Secretary of planning of Tibu, obtaining interactions between them and recomendations for their implementation. As a result of the study, were formulated guidelines for the management of deforestation caused by illicit crops in the Municipality of Tibu on the post-conflict context.
