espanolEl presente estudio analiza la implementacion y resultados de la politica publica Gobierno Digital del Ministerio de Tecnologias de la Informacion y las Comunicaciones de Colombia 2018, enfocada principalmente en ampliar y mejorar el acceso y uso de las TICs en zonas rurales. Cabe resaltar que, en Colombia, estas zonas, han sido historicamente marcadas por condiciones de vulnerabilidad como la exclusion de servicios esenciales, dificil acceso a estos territorios, omision institucional y conflicto armado. En este documento se explora y analiza, por un lado, la forma como se implementa esta politica publica: sus resultados, avances, retrocesos o limitaciones en relacion con la digitalizacion de las zonas rurales; y por otro lado, como ha sido el papel de las TICs en la actual coyuntura del Covid-19, conforme al objetivo de frenar su propagacion y hacer frente a las crisis multidimensionales que ha generado este virus. En consecuencia, la investigacion aborda la pregunta ?Como se ha desarrollado el componente estrategico 2- Inclusion social Digital de la politica publica Gobierno Digital 2018 y cuales han sido sus resultados? EnglishThis study analyzes the implementation and results of the Digital Government public policy of the Ministry of Information Technology and Communications of Colombia 2018, mainly focused on expanding and improving access and use of ICT in rural areas. It should be noted that in Colombia, these areas have historically been marked by conditions of vulnerability such as the exclusion of essential services, difficult access to these territories, institutional omission, and armed conflict. This document explores and analyzes, on the one hand, the way in which this public policy is implemented: its results, progress, setbacks or limitations in relation to the digitization of rural areas; and on the other hand, as has been the role of ICT in the current situation of Covid-19, in accordance with the objective of stopping its spread and facing the multidimensional crisis that this virus has generated. Consequently, the research addresses the question: How has the strategic component 2- Digital social inclusion of the Digital Government 2018 public policy been developed and what have been its results?
